U.S. Defense Cuts Lead to First Drop in Global Arms Spending in 15 Years

PARIS — With battles raging in Congress over the Pentagon’s proposed budget cuts, a new report says the gap in military spending between the U.S. and the rest of the world is narrowing, with Washington’s erstwhile foes — China and Russia — splurging on new weapons systems and several countries from Saudi Arabia to Algeria also spending billions on upgrading their arsenals.

-Time Magazine online edition

“Beyond prudence, however, it is clear that without a major threat to generate consensus and to rally the country around defense and defense spending, the military posture of the United States will erode as the defense budget is cut.” -- 1996 Shock and Awe: Achieving Rapid Dominance, National Defense University; Harlan K. Ullman and James P. Wade

“The process of military transformation, even if it brings revolutionary change, is likely to be a long one absent some catastrophic and catalyzing event like a new Pearl Harbor.” –September 2000: Rebuilding America’s Defenses (PNAC)- Paul Wolfowitz (based upon the Defense Planning Guidance of 1992)

This happened on Monday.

Yes, it is Monday - I made a mistake when I stated it was Tuesday. <g>

Bush Welcomes Grandchild and Prepares to Dedicate Presidential Library

By Peter baker   New York Times

Mr. Bush, who has remained largely removed from the spotlight in the four years since leaving the White House, returned to television screens on Monday in a series of hospital snapshots with his new granddaughter, Mila, who was born to Jenna and Henry Hager on Saturday night. Next week, he will host President Obama and other dignitaries to dedicate the George W. Bush Presidential Library and Museum.

The happenstance of timing served to underscore the dominant themes of Mr. Bush’s postpresidential life here in Texas.
