Seattle City Light says that equipment failure at the Massachusetts and Union substation is where an equipment failure happened, triggering the power outage. It is unclear what caused the failure.Uh, maybe this? Authorities conducting training drill in Puget Sound Wednesday | 25 May 2016 | Authorities conducting training drill in Puget Sound Wednesday | 25 May 2016 | During the evening rush hour Wednesday, it will look like a disaster is happening in Seattle's Elliott Bay. The King County Sheriff's Office Special Operations Section is hosting a multi-agency maritime training drill. The scenario will involve an active shooter and hostage situation on a ferry or vessel in Puget Sound. The exercise will be conducted near Harbor Island and will also include the Seattle Police Department, Washington State Patrol, F.B.I., U.S. Coast Guard, U.S. Customs and Border Protections and King County Medic One.
