SCEMD, Horry and Georgetown counties move to OPCON 3 - preparing for 'large-scale disaster' | 09 Sept 2018 | Emergency operations around South Carolina continue preparations for Hurricane Florence to make landfall. Beginning Sunday, the South Carolina Emergency Operations Center (SCEMD) is fully activated at Operational Condition 3 (OPCON 3). OPCON 3 status allows agencies to prepare for the possibility of a large-scale disaster or emergency situation. Beginning at noon on Sunday, both Horry and Georgetown Counties upgraded to OPCON 3 status.
